TRANSPORT
The well developed system of roads enables the access from the commune’s area to the important towns of Silesia and Lesser Poland. The public passenger transport is mainly based on public buses and buses from private transport companies.
The national road no. 46, managed by the Head Office for National Roads/branch office in Opole, runs through the commune. The road runs through following towns: Kłodzko - Nysa - Pakosławice - Jaczowice - Niemodlin - Karczów – Oppeln - Ozimek - Lubliniec - Blachownia - Częstochowa - Janów - Szczekociny. This is a road with bituminous road surface and in terms of technical classification it has the category „G”, namely the one of a main road.
The region of the commune of Paczków is also passed through by two regional roads with the number 382 and are managed by the Committee for Regional Roads in Opole. The road starts at the Polish border with the Czech Republic (border crossing Paczków – Bily Potok) to the national road no. 46. The second part of the road no. 382 starts at the first exit of national road no. 46 (nearby the petrol station PKN Orlen) and runs through Paczków, Ząbkowice Śląskie, Dzierżoniów, Świdnica till the village Stanowice.
The national road within the region of the commune has 17 km, the regional road 8 km, the district road 37 km and the local road 25 km.
The railway line running through the commune is currently rendered inoperative for passenger transportation. The railway is only used for the movement of goods and mainly delivers mines of mineral materials of gravel and sand as well as industrial plants.
TELECOMMUNICATION
In the area of the commune of Paczków eight Telecom operators offer their stationary services within the public telephone network. This contains 2533 registered subscribers who use the stationary services of the Telecom operators. The number of individual subscribers amounts to 2121 and of business subscribers accounts for 412.
The average number of notified lack of telephone network access, converted to 10 000 households, amounts to 2,19 in the commune of Paczków.
The access to stationary broadband Internet in the area of the commune of Paczków is ensured by four operators. In total 874 subscribers use their services, including 822 individual subscribers and 52 business subscribers.
The area of the commune of Paczków is fully covered with the scope of the network of the four main operators of the mobile phone network (Era GSM, Orange, Play, Plus GSM). The access to GSM-network is available both externally and internally within the buildings. The operators Orange and Play offer in the area of the commune of Paczków an access to the mobile phone network of the third generation (3G).
ELECTRIC POWER INDUSTRY
The power supply system in the area of the commune of Paczków is well developed and constitutes a uniform national system. The commune of Paczków is supplied with energy from the main supply station GPZ Paczków 110 kV/15kV which is situated in the area of the village Unikowice.
The power supply of the inhabitants takes place by means of a overhead network with medium voltage, whereby this happens through transformer stations and then by means of a overhead network with low voltage. In only a handful of cases final consumers are supplied directly with energy through cable lines.
Generally the low voltage lines are led from the overhead transformer stations and are installed along the roads of the given villages and consumers in colony settlements. The existing power supply system of the commune is able to fully accommodate the demand for electric energy.
There is a hydroelectric power plant on the Paczków Lake which produces the so called clean energy.
NATURAL GAS
A high pressure gas line runs through the area of the commune of Paczków along the national road no. 46 on the route Otmuchów - Paczków Dn 100 with a nominal pressure of 4,0 Mpa.
The gas line is only used by two towns: Paczków and Wilamowa.
The length of the switching gas network amounts to in total 17,2 km. Paczków is supplied with gas up to 97%, on the contrary villages with 10%. Currently the gas line is used by 2 451 inhabitants.
WATER SUPPLY SYSTEM AND SEWAGE SYSTEM
The sewage system of the commune of Paczków covers around 51% of households (the town around 90%). The length of the sewage system amounts to 14,6 km. Currently the sewage system is used by around 7000 inhabitants of the town.
The sewages are cleaned by the Water Supply and Sewage System Plant in Paczków, which is running the only clarifying plant on the Moniuszki Street. The resulting waste water arrives here from the sewage system of the town. The clarifying plant with a capacity of 2 500m3/day and put into operation in 2000 gets every day around 1 350m3 of sewages.
The waste water from this clarifying plant gets into the river Nysa Kłodzka by means of a moat system.
Currently water pipes are installed on 100% of the area of the commune of Paczków. The water supply of inhabitants of Paczków and surroundings is covered by Water Supply and Sewage System Plant in Paczków. The Water Supply and Sewage System Plant in Paczków supports three treatment plants (Paczków, Stary Paczków, Kozielno).
AGRICULTURE
The commune of Paczków is characterised by agriculture. Agricultural soils in the area of the commune amount to 6 193 ha what constitutes more than 80% of its surface.
In the area of the commune of Paczków there are mostly acid soils with increased lime demand, moderately phosphorous-containing, low content of potassium, magnesium, molybdenum and boron. The soils have a high content of easy to assimilate magnesium, zinc and copper.
The good quality of the soils und the low content of trace elements (Cd, Cu, Ni, Pb, Zn) at a natural level make it possible to run organic farming in the commune.
In the commune of Paczków the plant culture plays the key role, mainly cultivation of grain, oil plant cultivation (rape)and hop cultivation. Furthermore there is poultry, swine, cattle and fish farming in the area of the commune of Paczków (in the villages Gościce, Ujeździec and Trzeboszowice). Unfortunately, the most agricultural enterprises in the commune are small businesses.
